Our client is one of the largest North Sea oil and gas operators and has a presence in more than 70 countries, producing around 3.3 million barrels per day of oil equivalent.
The Challenge
Any deviation in measurement approach from the one formally agreed requires that the pipeline operator and Oil & Gas Authority (OGA) are notified and in most cases, that notification must be formalised through submission of a dispensation request.
The required dispensation and deviation pro forma format is well established and is normally raised in a MS Word or PDF format.
This document needs to work its way though the company internal QA and approval cycle, usually via email attachment sent from person to person, before finally being sent to the pipeline operator and OGA.
For our client, who operates four pipeline systems on the United Kingdom Continental Shelf (UKCS), this is a time-consuming and cumbersome process which is open to error, misinformation and is easily overlooked resulting in punitive action from the pipeline and OGA.

The Result

The application is in use across the Forties, Ninian, NLGP and WOS pipeline systems, servicing over 40 production sites on the UKCS.
In addition to dispensation and deviations, the application has been expanded to allow shippers to submit mismeasurements for approval online.
Kelton has seen increased engagement of shippers within the pipeline due to the improvements made in the dispensation and deviation reporting process.
